More than 35 years of experience in project financing and real estate development, with extensive emphasis on public-private partnerships. His work spans housing, mixed-use planning, and complex development structures requiring negotiation, leadership, and hands-on implementation across Puerto Rico and Rhode Island.
He pioneered Low-Income Housing Tax Credit development in Puerto Rico and has led major residential projects at national scale. His experience also includes joint venture leadership on master-planned port and Special Economic Zone development with global port operators and shipping partners.
Approximately 30 years of experience in valuation, development, brokerage, and complex loan structuring. His background combines transactional insight with institutional housing and finance experience gained through both private sector and public agency leadership.
More than 20 years as development consultant, project manager, legal adviser, and administrator. Expertise spans project management, real estate development, infrastructure, public-private partnerships, land use, environmental and real estate law, urban planning, and architecture.
Thirty-seven years of construction industry experience across commercial, residential, industrial, institutional, and public works projects. His background covers general contracting, construction management, pre-construction consulting, estimating, operations, and field leadership.
